Aren't the Shiar more advanced then the Skrulls in terms of technology etc...dropping a Hecatomb on the Skrulls should do the trick. Its a war tactic they used before to wipe out 18 billion living beings.

Gain control of the tech? It's a bomb and the person dropping the bomb/bombs that keeps killing anything it touches is going to be killed themselves. All Shiar Tech is sentinent according to Astonishing X-Men anyway.
The Skrull planets are in no shape for a war. Heck look how the Shiar created the Nega-Bomb and then how much damage it did to the Kree empire in Galactic Storm. Dropping Hecatombs on whatever's left of the Skrull planets and its over.

Dropping Hecatombs on whatever's left of the Skrull planets and its over. your missing my point, let's say the order is given to drop the bomb on a skrull world and they load it on the ship and get it ready to go the next thing they know the bomb is dropped on a shiar world and the crew of the ship turn out to be skrulls, or the the world they are assigned to drop it on turns out to be a shair world and it turned out to be a skrull who changed/gave the order. it could happen

It's very unlikely the Skrulls would need years of prep to infiltrate the Shiar Empire. They'd need to study specimens of the Shiar race(And Slave Races) like they did in Illuminati #1 to Earths Superheroes in order to carry the plan out successfully. They've had years of prep to carry out that infiltration on Earth.
Chances are the Shiar would give the Hecatomb bomb to someone Like Gladiator fly it through the warp gate and drop it on a Skrull World.
And if we're giving both sides prep then you might as well have doomed the Skrull world from the start. Because in that case the Shiar wouldn't need to carry the bomb to the location. They could literally upgrade their warp gate tech using the recent information they've acquired from the Scy'ar Tal and warp a bunch of Stars on top of whatever coordinates they want to.
And if worst comes to worst...they could always commit suicide with the M'Kraan Crystal that way no one wins.

Also remember that with all that one-sided years of prep the Skrulls still haven't conquered Earth or incapacitated it's inhabitants completely. Earth is just one planet. The Shiar Empire is huge multiple throne worlds and side planets.

Most if not all of the Imperial Guard consist of races that were enslaved by the Shiar. Deathbird and Electron are mutant Shiar...so the Shiar also have variations in their main race.
