As for my list its,

1. Bruce Wayne - Batman (of course)
2. Dr. Victor Von Doom
3. T'Challa the Black Panther
4. Micheal Holt aka Mr. Terrific
5. Mr. Sinster
6. Tony Stark, Iron Man
7. Steve Rodgers aka Captain America
8. The Riddler at times
9. The Joker
10. Norman Osborn the real Green Goblin

That list is probably way off to most of you but thats the 10 I like.

I think Forge is pretty great. if anyone remembers the battle that occurred at his skyscraper that was for told by Destiny...well he beat Destiny anyhow which makes him a pretty effective tactician.

Why isn't Thanos in your list?

It's hard to believe that Reed Richards wouldn't take the time in his own life to have say in the creation of his own son.
That's a pretty good tactic to birth a son with such raw power as to rank on Celestial level.

damn, strategy does not equal tactics....capt. america (tactician) would beat the crap out of joker (strategist) in a straight contest....tactics=a series of individual maneuvers....strategies=overall plans

as for strategy, perhaps he'll have some strategic objectives post-WWH, with SHIELD still after him (are they still after him?), but his tactical planning and quick thinking were pretty damned impressive.

I know what he CAN do, but what he has done wasn't particularly impressive.
