I wouldn't put anything past Prime right now. And Surfer's good, but I can't see him casually owning herald-level people the way Monarch's been doing.

Prime has the capability to beat these 2 for a majority. And with Monarch doing what my buddy Captain Spaulding said, and realizing his full potential, he could easily take Thanos and Surfer as well.
