How powerful is the IB? I'd say he's less than Universal correct? Monarch is around the same level. Actually housing universal destroying energy.

How do you know? The OP did not specify which one it was.

Arena.....52......etc.....

His power level was different in Arena, he was beating like 3xsupermen at a time and physically grabbing laser beams. Plus he absorbed all the other Captain Atoms and a few Firestorms.

If it's this one I think it's a hard fight.

Based on feats, oh yeah.

Classic In-Betweener (if he's since been reconned that I'm not aware of) was at Galactus's level. Going with In-Betweener on this one.
