Wesley kills Frank while taking a dump. Spite.

If they existed in the same world Frank would be aware of these assassins. And would turn tail. But if Wesley was hired to kill Frank, Frank would have to resort to his stolen SHIELD tech, probably will still die. Either way Frank likes to take strolls confidently through New York and would eventually be assassinated. Wesley is an Amped Punisher.

Punisher has a better chance because he's the one doing the hunting...but he still loses. He just don't get embarrassed.
