As far as feats go, Solar did more, imo. but I see this as a stalemate, personally.

238 Jaspers thwarted the power of Matrix/Merlyn.
Matrix/Merlyn = Omniversal power.
238 Jaspers,
warped Reality 238 to a greater degree,
than any other Universe across the entire Omniverse has ever been.
Which is why Mandragon erased 238 (because it became an Omniversal threat).

616 Jaspers > 238 Jaspers.

616 Jaspers was seen by Cobweb in a possible Future warping the entire Omniverse,
had Jaspers not been stopped by the plot device (Fury)
So Merlyn was right when he predicted what would happen if the Fury,
and the Fury alone, didn't stop Jaspers.
Jaspers 616 also re-arranged the 616 Universe and indeed, became the 616 Universe.

The more I revisit Solar, the more I realize just how much more powerful he is.
Case, and point...Wildstorm verse being an Omniverse.
Making the following feat, that much more impressive.

He is one of the few characters, that are in the same weight class with HoM Wanda or Spectre w/Logoz.

I don't know what's going on in there since I haven't read that story, but ...
What I see is Solar absorbing "an entire Universe" that was in the process of expanding into all realities to remake them.
That's a great feat. But is there more to it?
It seems he only absorbed the Universe that was expanding,
if this is the case, then that Universe hadn't expanded into every reality or even others,
otherwise he would've had to absorb more than just that Universe.
Again, I'm speculating cause I'm basing my idea from the scans.
Anyway ...
Team Excalibur stopped a collapse of all realities,
and in fact re-built all those realities in one page.
They did this with a portion of Matrix/Merlin's power-source.

The union between Solar, and Void recreated the Valiant, and Image verse. That happened in the first issue. In the final book Solar time travels to the point where the conception took place, and absorbs the energy capable of creating, uniting, and ultimately destroy an entire Omniverse.
