This one is hard to judge. Tobi cannot summon the Nine-Tailed Fox, so I would say the six paths of Pein would overpower him, through his speed and phrasing ability (to not talk about sharingan) would make it hard for them to get rid of him.

But Madara will be the one to kill Pein, so we don't know for sure how this goes.
