Don't know about that. I mean his first appearance had the Weird take out a team of JLA members. I don't think Surfer could pull that off.

He could, but he'd have to work a lot harder for the win, and this is due to the Weirds ability to become intangible at will. This would be a great battle though.

From what I remember, Weird took on Dr. Fate, Superman, Martian Manhunter, a Green Lantern, etc... I seriously doubt Norrin could do that, UNLESS he's out for blood.
