Most likely Crying Wolf.

Definitely Rail Gun> Rocket Launcher

Raging Raven does have the mobility advantage, and Crying Wolf needs time to charge the Rail Gun. Not to mention that for Wolf to use it she has to expose herself while it charges...which is perfect for Raging Raven to capitalize on this with her Grenade Launcher. Hell Raven doesn't even need to expose herself throughout the match...she can use her sliders to get intel and then attack when the time is right.

I say Raging Raven beats her, but IF Crying Wolf gets the time she needs to charge the rail gun Raging Raven dies.

Remember Wolf is a sniper type, and this is a forest.
