James (Bucky) Barnes and Dick Grayson both used to follow some of the greatest non-super powered heroes (though, Captain America had a serum). They both have been rigorously trained by them and have fought side-by-side with them.
Due to different circumstances, they both lead lives of their own. They both have skills, qualities, and weapons the other don't have, and many of the same. If these two were to face off in a city, who would win? No preparation.
Captain America (Bucky): Bucky was trained by Steve Rogers. From then, he became a master of military firearms, grenades, and more. Later on, he also thanks to brainwashing became Winter Soldier and became an expert assassin and spy. His left cybernetic arm is gifted with superhuman strength and enhanced reaction time. It can also discharge bolts of electrical energy from its palm. He is very athletic, strong, and fast. He wields Captain America's shield and is armed.
Nightwing: Dick Grayson has peak athletic strength and endurance of a man in his mid twenties. His martial art skills rival even those of Batman. He is a master of half a dozen martial arts and was trained rigorously by Batman from escapology, criminology, fencing, stealth, disguise, and more. He is considered the best acrobat in the DC Universe and is only person who can do a quadruple somersault. He is a brilliant strategist and a good leader.
