Supes imo,he would be downright beastly with the pc.

I'll go with flash since he won't be able to be hurt will he? Add his speed and IM punches to unstoppable momentum and nearly infinite strength and infinite durability? Superman will be 2, maybe three times more powerful but I don't see him taking down Flash.

Superman wins quite easily

Flash gets a durability boost Superman gets much more.

a Strength Boost, momentum that can never be stopped. Imagine him running at his speeds with no way to stop him.

He'd still be faster than Superman. Flash is still faster than everyone except Zoom. And Juggernaut can walk on nothing. Even in space.

Surfer has gone ahead of time , Flash isn't that much faster than superman with the power comic Superman will be able to time travel at will.

with powers to amp his speed , absorb solar energy in large amounts and amping his Strength Flash gets punked

the only real advantage Flash has over superman was his ability to steal Kinetic energy from supers and he was faster.( PC fixes those problems and increase superman power by a lot)

Gem gives flash: Strength: ohh that would put him near superman level strength wise the only reason flash hits hard it's his speed.

Gem gives Durability: Superman won't be able to physically hurt him.

Superman gets anything he wants : time travel , Infinite Speed , Infinite strength , matter manipulation , telepathy , Blast that can level planets easily , healing , absorbing solar energy when he chooses etc list goes on.

This Superman would be a nightmare.

Cyttorakk's magic has not the best history protecting the helmet, the gem does not make Flash Cyttorak.
