Atlas imo, without PIS taking hold Atlas is far larger, could cover more ground and is more endurant, even if Zeus cannot be killed by Atlas, Atlas could hold him down with ease...

Not a greek mythology expert but wasn't Zeus the one who put Atlas where he is now? Also wasn't he the one to defeat all of the titans? I may be wrong so please correct me.

The ruling is that the mythological characters from GoW are too similar from their actual mythological counterparts to be counted as a separate character, and thus they aren't allowed here.
