Had Nemesis merged properly,
it would've become the original God of the Marvelverse, (Infinity Being)
this is the God that created everything originally, including the LT.

Using the extremely limited version (due to stipulations) from the Ultraverse arc is thumb down

Yet, as vulnerable as Ultraverse arc's Nemesis was,
it was still able to obliterate the 616 Universe and the Ultraverse simultaneously,
those are the two prime realities of two separate MultiverseS,
which in turn would've eventually led to the Multiversal collapse of both Totalities,
in fact, it would've even eventually led to the destruction of the Omniverse.

Indeed, later on in tat arc,
4 Gems (space/mind/soul/power) nearly collapsed the Omniverse,
while 2 Gems (reality/time) managed to nullify their actions plus fix everything,
so imagine what a properly merged Nemesis was capable of.

This fact was made obvious during the arc itself. So in answer to your question, no.
