Spectre's power level constantly fluctuates.

On an average showing, Lucifer beats him hands down 9/10.

If Spectre fuses with the Logoz, The Spectre would beat him 9/10.

Lucifer would take a dump on the Logoz before he slaps the Spectre silly.
