I think Oliver. I mean doesn't he have like the "Phantom Zone" Arrow or something. Of some "In case everything goes to hell in a hand basket emergency arrow". Also depending where they are like a city Oliver would be able to dodge and use the environment to his advantage. Unless it's just a big open field then he is screwed.

The only person Pym can beat is his wife. I am sure Ollie can win here but I agree that this all depends on the environment.
