Nightwing IMO. He has the speed/agility advantage and intelligence advantage. Nightwing

Union Jack. He's got the skills and the preternatural strength/speed , plus (unlike 80% of the Bat families villain) Jack has enough sense to actually put a bullet in Nightwings skull when given the chance.

I say Nightwing. He's in better physical condition.....and since when can he NOT beat a guy with a gun?
