Who wins?

Surfer wins. Fallen One doesn't have a ton of showings, and not much at Surfer's level.

And I'm really not a fan of tourney-picks popping up in battles left and right once they're drafted. But whatever you need to do, I guess.

I'd rank their powers as fairly equal.

But they work differently.

Fallen one captures Surfers spirit, snaps it, enslaves it and feeds off it for "eternity." or till he loses appettite.

I'm pretty sure Surfer would win

Fallen One looks a lot more badass, don't know if that counts for anything though.

Fallen One has done zero to deserve being mentioned in the same power bracket as Norrin.
