going by KMC rules (no PIS) and characters fighting to the best of their abilities, Thor>>>Namor and Herc >Namor

Namor has manuverability on his side. Plus if he can trick Herc into the water he has a huge speed/manuverability advantage. Not to mention his flight.

we assume the fight takes place in land, and land only.
Hercules has fought well agaist namor in water many times, usally they stailmated there battles in water.

if the fight was on land and land only Hurc beats him.
Feat wise, Hurcules is much much stonger than Namor. Namor may have a slight speed advantage, but hercules still can land blows on Namor because he is a experianced fighter.
this fight boils down to strength in which Namor has the disavantage.
