Even at midnight under a full moon, I'd still have to side with BP on this, his suit, gadgets, constant peak human stats, sadly already puts him above moonknight, so BP for the win.

Speed: Black Panther
Resources: Black Panther (Ruler of a kingdom vs. regular rich guy!)
African mysticism: Black Panther (born and initiated into a tradition rather than someone who converted in a more intuitive way)
Intellect: Black Panther
Costume: Moon Knight (one of the best costumes in comics)

Moon Knight might have been able to get 1-2 out of 10 (maybe a couple more if it is a city Moon Knight is based) from the original Black Panther, but with all the upgrades it's Black Panther all the way.
