Batman beats him in both scenarios.

Id say Batman takes CB in both cases, but only just in scenario 2, with a much more solid win over him if he gets all his gear.

Bats takes him down, but he would definately work for it in the 2nd scenario.

And he didn't need a table to do it.

And we both know how much Punisher sucks.
