I think Loki.

I'd say Loki. Morgan has cheated death/defeat before, but Loki's the king of that. Also, I think he is more powerful.

Loki has to make deals with other gods like Hela to time travel.
Morgan learnt how to do it.

Morgan's only failing is that in the end she is a mortal who mastered magic and time.

Whereas Loki has Asgardian fortitude.

But as long as Loki can't get favor in this fight, Morgan is invincible.

Since a temporarily kill/ko does count (Morgan didn't instantly re appear after Sentry pulling a Sub-Zero), I see Loki winning, though it may be troublesome.

The only way Morgan was defeated was through time travel!

There is no time machine in this fight nor favour.

Such an overwhelming majority choose Loki.

How could he win against what I believe to be a powerful adversary.

By KMC rules killing Morgan just once would count for victory, even if she'd be able to return.
