whos steel wolf? id go with kingpin since he has lots of super powered employees who are deadly in their own right you didnt say 1 on 1 so

He's a super soldier for Russia. Batman had little affect on him when they encountered. He's your basic super soldier stats. Increased strength, durability, speed, etc...

thats a good one because in the battle with red skull whos super soldier
he tried to exploit his nerves/pressure points and found out they are covered by mucle clusters
