Offensively or defensively.

Quasar's power cannot manipulate the magic in Adam. That's the only negating effect in this case.
Everything else still applies. Quasars defenses and attacks are all completely effective.
He just can't control Adam's source of power.

Who has he defeated in the category of adam in term of strength and speed? Adam has owned alan scott many times before, a similar and more powerful character than quasar.

Dude, Black Adam STOMPS. Not only is his power source something Quasar can't affect, but he's strong enough to destroy Quasar's quantum structures (see the Gladiator/Quasar fight during the Starblast! story arc).

Adam 10/10 unless Quasar BFRs him into the Quantum Zone (can Adam travel interdimensionally?).

That was a high showing. Other issues have his bubble being shattered by three or four subpar Shiar Imperial Guard members : Magik, Impulse, Manta, and Hussar (?).

Quasar does not have a "special weakness" to magic. He just doesn't control it.

Every showing he has ever had, applies here. Except controlling an enemy's power.

Everything Quasar has ever been able to take and dish out, is fair game here.

And, Quasars constructs vary in strength, depending on how strong Quasar thinks he should make them.

This is what Gladiator did to Quasar's quantum constructs that Quasar admitted to "making pretty darn strong", he was also CRUSHING Quasar through Quasar's energy aura :

Adam is at LEAST as strong, fast and durable as Gladiator with NO "confidence" dependency. I can't see Quasar winning this sans BFRing Adam into the Quantum Zone.
