Yeah, but even that statement came from someone who may have never even met the Spectre, and almost definitely never actually fought him.

She made that statement to PS, who'd definitely met Spectre, and he didn't disagree with her.

Perhaps by "higher power" she meant "higher authority"..?

As to the Phantom Stranger bit...meh. Not everyone points out inaccuracies.

Even higher authority is stupid, as the Spectre's authority = God's (sort of...a lot of the time he's as lost as the Trinity of Sin is now though)

I agree that the CoE *shouldn't* represent a higher authority than Spectre-- but even in pre-Flashpoint continuity, the Quintessence were stated to represent an authority greater than Spectre's:

...Even though he was likely more powerful than all of them combined.

So the CoE wielding more authority than Spectre would at least fall more in-line with continuity(and would also be more logical) then them literally being more powerful in general. Imo.

I agree. Black Adam killed beings individually above Spectre.
