Take in all feats/stories/things they've faced/high and low end showings since their debuts:

1959 Pre Crisis for Hal Jordan to Post Crisis to the current DCnu.
1964 for Matt Murdock, from then til now.

For some reason, that looks like Spiderman in Daredevil's uniform.

I would say, being blind and still going out to fight crime is pretty badass at overcoming your fears in the wider world - except he got a crap ton of his other senses to compensate (or even OVER compensate).

Before Zero Hour and the whole retcon of Parallax, I'd have said Matt. Now, Jordan.

Neither of them is truly fearless.

Don't know enough about Hal to decide.

That's exactly who it is. I don't know why so many sources like to use this picture in reference to Daredevil
