Characters that have 0 h2h skills or survival probability outside their own little bubble? Who are they?
As an example, i'd say Hindsight Lad as originally written would be this.

The tier below 'Street Level' is 'capable non-super' (like a cop or such, or a supporting cast member who knows how to fight some). Then 'bystander.'

The tiers are artificial constructs of KMC. There is no such thing as an actual hierarchy in comics. Anyone saying "this is it" is full of ****. Hell, when we made the tiers, we never actually defined the lower end of low street. Characters were just thrown in if they were below mid street.

yes there is established levels in Marvel and DC although they aren't named "herald" or "sky father" or anything, Marvel and DC databases have class levels like Superman being a class 100+ strength for example

Yes because if he was above that level, we would also have to include Wyatt Wingfoot as well. Rick is missing the overall fitness ability to be above the well trained tier. Don't forget that Street level characters have the ability of taking on mobs of ninja, or several athletes that possess black belts. Shang Chi, Jason Todd, Bat Woman, Robin, Hell Cat... and several others could take several Rick's out IMO.
