A depowered bronze age superman went toe to toe with Cap for a whole issue and was stated to be exact equal in strength.
At full power he beats the shit out of Cap.

I think when they would fight they are usually portrayed as even. So I'd ask what Marvels best feats are..outside of fighting Superman. Did he do anything crazy like planet towing or sneezing away a star system?
On the other hand PC Superman is one of the most powerful versions of the character, but that is balanced out by having a far greater weakness to magic then other versions.
But this is why I'm asking for feats for Cap..because he still needs to actually be able to land these magical attacks and if he lacks the speed to tag his opponent that is problematic.

If it was that simple, Wonder Woman's history would look a lot stronger against him.
Cap wasn't magical like that. Not back then, anyways.
His lightning was, though, and would have beaten him in their first real fight if the wizard didn't order him to take a dive.

His lightning had no problem for Superman in JLA 136.

Pre-Crisis Superboy on the other hand just chained an entire galaxy's worth of planets and moved them across the entire Universe. That's.... orders of magnitude more impressive.

The Marvels DID NOT move a galaxy. Let's cut the crap on that first off.
Billy, Mary, and Freddie were trying to stop the collision of two galaxies, and they tried to do it by pushing each individual star off course, and after maybe a dozen or so stars they realized it was futile and they wouldn't have the time to do it that way.
As far as the giant star moving, here's how they line up by my estimation:
-Fawcett Captain Marvel moved a giant dead star. In Fawcett comics, stars were giantic space rocks that were on fire, so Fawcett comic stars are much heavier than actual ones. Cap pushed the star massively faster than light, such that an astronomer could tell with a telescope that it moved. If our own Sun was moving at merely lightspeed, it would look like its going extremely slow: it would take it almost 5 seconds to cross one diameter length.
-Supes moved a giant star, which wasn't dead--so we can't tell if it was a Giant flaming rock or a giant flaming ball of hydrogen like a normal one. We'd have to assume the latter without any more info. Regardless, he didn't seem to move it as far as Cap moved his, but he did only use his god-damn breath, and it would still have to be moving FTL as well to have any noticeable movement at all.
If the Earth were the same size as the Sun, it would only outweigh the Sun by about 4 times, so Fawcett stars being giant rocks on fire, probably wouldn't add enough to the feat to beat out the fact that Superman used only his damn breath to move a giant star.
Regardless, Superboy did move an entire galaxy worth of planets, so that trumps any celestial body moving the Marvels did.
PC Supes is way faster too. Cap of course has the awesome speed feat of rebuilding an entire planet, fragment by fragment with his bare hands in a panel (which shits on wally's nuke evacuation feat). But PC Supes had a similar feat shared with Vartox, except for them the planet's remains were spread all over the cosmos, and not just contained in the same solar system.

Interestingly, after they snapped out of the spell forcing them to have their first big fight, it was Superman who used his super speed to do a "affect Earth by flying really fast" feat, ala akin to when he turned back time in the movie... and it was done on Cap's Earth, where he should have been at full power.
That doesn't prove Superman is faster, but it was a golden opportunity to give Cap a good speed feat, given it was his own world and all. Instead, the supposedly weaker Supes (Because per the story, Cap = Supes OFF of his home universe, away from Rock of Eternity's power) does it.
