-------------------
Battle 1 - Straight up fight. Suits allowed. Standard Gear. No prep
Battle 2 - H2H only (no weapons or tech)
Vanguard
1. Toss up or slight edge to Tchalla
2. Panther
-K-M-
Why do you say hand to hand panther wins? But suits are close?
Vanguard
Id probably give the skill edge to Panther in hth. But with the suit, Master has teleportation right?
-K-M-
Has flight, teleportation, metallic tendrils, holograms, shields, energy blasts, etc
I don't see panther being more skilled in hand to hand. Hard pressed for him to match masters feat in that regard. Have any evidence to support that?
Vanguard

Taking down Cap (arguably the most skilled in any universe) in just a few moves.

Isn't he an Alpha Flight villain?
I know nothing about him (Or much about Alpha flight), and my instinct is to vote against anything Canadian, but..
Who's he beaten in h2h? Are we talking Captain America level? Mandarin level? Master level above other martial artists (Think Stick or Iron Fist)

He's beaten Sasquatch (x2), wild child, namor, puck, aurora, his clone stalemated iron fist a few times

Also was toying with carol im hand to hand until she blew out the floor with energy blasts

Here he defeats Wildheart, Sinew and Sasquatch in H2H. Wildheart few issues earlier actually stalemated Wolverine in a fight.

He's impressive. I knew he was good.

Master in both. The suits make it closer by a smidge.

Oooh, I remember him!
He was the main villain in Ostranders run. As I recall, Luke Cage ended up defeating him.
Looks pretty impressive, but I wouldn't say > T'challa at his best. A good challenge, certainly.
-K-M-
Hmmm? You talking about heroes for hire? Master showed his superiority over cage twice in that series. The last fight they had master blaster him away and while he focused on something else (working on the control panel to release the virus), cage snuck up on him and stabbed him in the back with electrical cables that actually nearly killed himself doing it. Hardly call it a "victory" for cage
EDIT...

Luke Cage
---------------------------------------------
Heroes for Hire #3 (Vol.2):
Very brief battle, here the Master puts Cage in place using his forcefield

---------------------------------------------
Heroes for Hire #12 (Vol.2):
After almost succeeding in his plans, Luke Cage finally betrays the Master and attacks him from behind. Once again Cage can’t do anything because of his force field so he uses some power cables to shock the Master, but doing so shocks himself eventually ending the fight. Just to show how tough the Master is, Cage would have died if Iron Fist didn’t give him energy while the Master didn’t have anything but he survived.

^^^Nice.
Good argument back up.

Agreed, forgot many of those details.
Trusting Cage like he did still made him look none too bright, but he was unquestionably a baddass (Kind of like Danny actually..)

Hmmmm? Cage was working closely with the master right from the start of the series until then. Cage even turned on the Heroes for Hire (including Danny) and treated the Master as a friend. They also have a history as the master was close with Luke Cage's dad (James Leonard Lucas) and is the reason why he want to Cage to become his ally.
So he was very trusting due to their history and Cage literally doing everything he said right up until that moment. Hence, why he felt so betrayed.

But it was pretty obvious Cage was setting him up from the start.
Joining a villain, and turning on Danny for real? Not likely.
Master also must have known next to nothing about Cage himself, or he'd know he's been heroing for hire and simply heroing quite a bit at that point. People like Shulk don't date you if you're a potential villain..

As noted by him. He wasn't setting him up from the start. He agreed with masters mindset and furthered his plans to the point master almost succeeded. If he truely was trying to sabotage he could have stopped the master from kidnapping the doctor to make the virus. Or stopped his plans long long before he was close to winning. However, it was cage that made the plan succeed and turned on the heroes for hire. He was feeding master intel behind everyone's back the entire series and helped with kidnappings
As the master said he wasn't a villain and was doing what he was doing to SAVE the planet and mankind. As over population has put us closer to extinction...which cage agreed
Did you read the series? As master actually researched cage and had prior history with his family. He knew him intently. When I get off work I'll post scans of their interactions. As both the master and cage refered to as each other as friends. Master wasn't going to kill the population (as he said that would cause all kinds of issues) he wanted to stop a certain population from reproducing
cdtm
Yeah, I read it. I just thought Cage was stringing him along, giving him rope and seeing how far he'd take it. No villain says they're a villain.
And wasn't The Master fighting against Alpha Flight well before Heroes for Hire? Thus establishing his "villain" card?
-K-M-
As per cage himself. He wasn't. I'll post some scans when I get home
He was. But also everything he did was trying to make the world better by cutting out the fat. In fact in the future it's revealed the master gives everyone in Canada super powers and leads them to be the most sophisticated and technology advanced nation in the works. He's actually a very deep character
Even during infinity war master was fighting against magnus to save the earth. Alpha flight actually stopped his plan as he would have sacrificed a city to save the planet. He wants to rule. But also wants to ensure mankind survives and grows stronger
cdtm
Cage following him makes more sense knowing some of his back story. Especially to turn on Danny, with all they're been through together.
So even heroes don't place him in the same category as Doom? Or even Ra's Al Ghul (After all, both have noble aims..)
-K-M-
Unfortunately photobucket has gone gltichy so cant get all the scans
Here the Master admits he deeply studied Cage before first meeting...
http://i80.photobucket.com/albums/j165/A_Flight10/HeroesForHire03p14_zpsogcg5ybk.jpg
Here he mentions he contacted Cage out of his respect for his father
http://i80.photobucket.com/albums/j165/A_Flight10/HeroesForHire12p18_zpsqlxi0wy1.jpg
It was only when Master was going to kill the Heroes of Hire outside of his citidal did Cage react. He says he was fooling Master later on his death bed (electricity and gas exposure), but Master wouldn't even come close to succeeding without Cage. He was secretly feeding Master intel and helped kidnap the doctor and fought the Heroes for Hire so the Master could escape with him which he needed to make the virus. Cage could have ended it LONG before it got to that point just by not letting the Master kidnap the doctor or feeding him the intel. Master had a second mole in the team, but didn't know about that later.
Most heroes don't know about him. He works behind the scenes. Heroes who do know him call him a villain due to his tactics but he isn't out to just kill or quest for money. In Avengers and Heroes he admits he plans on fighting the planets villains more then the heroes.

Kind of seems like a kinder, genter Vril Dox in a way.
Just as cunning, good tech, and plays sides while sticking to his own agends, but with a better bedside manner.
cdtm
What about his h2h skills?
As you said, the one that matched Danny was a clone of The Master. As Thanos proves, clones can be more or less then the original.
Is he known for h2h mastery in any other encounters?
Either way, I think it's safe to say I should refrain from voting before learning a lot more about the character. As good as Ostrander can be, he didn't do a very good job of establishing Master as more then a "villan of the week" he pulled out of nowhere to finish out his series.
I mean, if I didn't already know who The Cat is, I probably wouldn't be as impressed with his two match's with Danny either, but I actually read through all of Master of Kung Fu and a good chunk of his other showings (To be fair, Ostrander's run was clearly aimed at fans, and paid a LOT of service to overlooked characters. Iron Fist himself was criminally underused in the 1990's..)
-K-M-
But just to note, Namor wasn't completely blinded there either as he comments he saw the Master before he was taken out
