Parasite has a. Ability to steal speed similar (but not the same level as Flash)

This was one of the powers he gained after absorbing Strange Visitor IIRC. Another was the power to shape shift and the third was the ability to retain powers he had absorbed. After that he was constantly low end class 100 and pretty damn durable without draining someones powers.

As soon as Logan is within range of his power which is about 20 or so meters, he will be loosing both his power and his life energy (which is what Parasite drains from non powered people)
