Pretty much. There was that brief period last year where she de-activated her implants to fool Iron Man, since her crew was running a con game on him.

But that was literally one issue, and she still used them when Tony wasn't around anyway.

I was just commenting on Styles comment of hating The Avengers having a non mutant in Echo be a Phoenix avatar.

He's probably speaking on the unnecessary retcons. The Phoenix is a X-Men thing. Not a random amp.
