I think Blastaar could pull through here. If this was High Evolutionary amped Ulik he'd have a better chance

Yup. Blastaar for me too. Respectable physical stats with great ranged attacks. He can also use his blasts to 'fly', so he got mobility on the other two.

No comment on them all being essentially the same character, just with different color palettes?

Kinda siding towards Kalibak, Ulik is really durable but lacks strength and Blastaar is mid between the two. Really a toss up with certain edges here and there

Yeah but Blastaar is at least somewhat versatile compared to the other two

Oh, sure.

I didn't include upgrades as that would make things messy - and Ulik's HE upgrade seems to be of little significance if we compare it to the Beta-Effect (granted to Kalibak by Darkseid) or the Cosmic Control Rod in Blastaar's possession, I'm sure you'd agree.

As for Blastaar winning. Well, he most certainly is the one with the most feasible ranged attacks, so hard not see that as a big advantage, yes.

Kalibak is about two tiers above Blastaar, and one above Ulik. Kalibak vs Terrax would probably be a decent fight.

I only mentioned it since Ulik just comes up short when compared to the other two.

Kalibak is a tier above both. He's a Superman level threat. Ulik would give him hell but he would eventually fall.
