Regulator Thanos wins. I am not a fan of the storyline. But I agree with this conclusion.

Having said that, Thanos never truly acclimated to the TOAA's station. Given that he was frustrated by Adam Warlock, Starfox, Pip the Troll and... Kang of all characters... Thanos w/ Regulator was just a character who absorbed another character's power and being defeated by temporal paradoxes.
