I like Sagat based on skill. Urien MIGHT have a power advantage, though. Maybe.

Urien, read that he is just as powerful as Gill. Gill just has the power of "Miracles" which gives'em the advantage. Sagat would prolly kick this dude's ass in a straight up fight wit just chi. Even Gill's a sucka witout his powers.
