Alright this is a bit of a silly scenario.

Location: random NY city street
All powers operate as per normal, Punisher has no guns/weapons.
Fight starts in a close proximity, say a few meters from each other, maybe they all walked out a movie at the same time and spotted eachother at the exit.

In my head there is a clear winner, who do you think?

since leech is a child, albeit an alien looking one (superman wouldn't care), the leaguers won't touch him before his dampening field takes effect.

superman might be affected, but i'm not too sure flash will to be honest.

So basically what the OP wanted was a H2H fight between Frank, a normal powered Clark and a normal powered whoever the hell is the Flash at this time.

Wally and Clark would still beat Frank while Leech gets bitchslapped

Superman is able to hang with WW one of DC's best fighters. Powerless WW would still wreck Frank.
