Leon has to infiltrate Tojo headquarters and find Kazama Kiryu, he is armed with only his starting pistol and smg. There are 40 armed guards spread out around the base and Kazama is in a room on the second floor. If he sneaks past or kills all of the guards he must fight Kazama with just his knife and any non firearm he can pick up around the base (bats, pipes, a pair of tonfa, small rods, bokkens, small statues, etc are all stuff that was lying around in the game. )
Kazama can use any non firearm weapons or objects he gets a hold of and the fight can take place any where in or right outside of the building.

if Leon Fails Chris comes to avenge him with the same rules intact.

Leon wins hands down.

Kazama fights people with knives at numerous points in the games plus he can get a weapon aswell.

Is Kazuma athletic enough to dodge a hallway full of lasers?

No he most likly would fail, but aside from escaping how will that effect this fight.

Well since Leon is more athletic, he has the advantage here. He can dodge most of Kazuma's attacks and give him a kick to the face which will probably lead to a KO since his kicks are powerful enough to make a Ganado's head explode.

Kazama is athletic too its just he isn't an acrobat

Kazuma has been fighting gangsters all his life while Leon has been fighting mutants that would end Kazuma's life in less than five seconds and Leon fought them H2H. It's obvious who's the winner here.

Leon uses guns to fight all those enenies, he does a kick everynow and then against Ganadoes and stuff but alot of people could aswell.

Not with enough strength to pop heads. RE characters are deceptively uber in that regard.

Punch a tiger < Kick a head so hard it'll explode

If Leon kicked that tiger in the face, its head would probably explode too.

no since sheva makes heads explode with a stab, which doesn't even make sense. Add taht to the fact that Leon doesn't casuing people sides to explode or his leg go into there body when he kicks into less dense bones then a skull.

Like I said their skulls are softer then normal to allow the Palaga to break through and crawl out.

And these weren't normal sized tigers that he beat

I'm sorry but this whole discussion is pretty pointless this is like trying to compare Superman the Batman if Batman had no Kryptonite. It's a completely one-sided fight and if anyone else disagrees that Kazuma would absolutely dominate in a fight against Leon in every single way possible then you either have no clue what are Yakuza game is or you are very super huge Fanboy of Leon. I mean sure Leon is super cool and a badass and Resident Evil 4 and Resident Evil 6 but there's no way he can fight kazuma. Kazuma can literally fight off an entire Army with knives weapons and guns using just his fist. Leon can barely survive a fight against Chris and any other humanoid person. Common. Common Sense folks let's think here for a bit improve the human race isn't truly unintelligent as you guys are making it look wherever is saying Leon can win.
