Krauser is another Rambo and Rambo > Ocelot.

Aside from the fact that we've never seen what Krauser was capable of as a human, he was still defeated in mutated form by humans.

You've never played RE4? He fought as a human before that arm mutated.

He had a machine gun, fire explosive arrows, move pretty fast, and jump high.

If that counts as mutated to you, then Ocelot wins.

Krauser wins. The guy has knife skills that are almost equally as good as Leon's.

He was a mutant throughout his entire role in the game; that arm was just a transformation. He's shown even prior to transforming his arm to have enhanced abilities.
