Qusar was basically a very noble soul, that's why he was given the role of protector of the universe and granted cosmic awareness. It's debateable if he has much guilt for the penance stare to work with. Remember it only works on the guilty. Wendell Vaughn was a bit like Cap in space.

Quasar could attack GR with giving GR a chance.

Zarathos/Blaze GR makes Mephisto run away. Zarathos/Blaze defeated the Hulk. Even DS fears GR. Can the bands outrun the bike which has embarassed mjolnir? GR wins

Quasar's in deep shit. The quantum bands don't work on magic, it's one of the few things they're ineffective against. GR runs him over.

Quasar owns GR like a *****, Penance stare will be worthless against him IMO, what has he done to be guilty of?

How so? Quasar is human. His dad is from the future. GR exists also in the future. Nothing Quasar can do will harm the Spirit of Vengeance.
