Strange and Richards are really the only ones I can think of considering in season 1 the Doctor casually made a doomsday weapon capable of annihilating an entire dalek fleet and all of humanity in a single burst.

Classic Strange, yeah. Not Reed. The Doctor is the best tech prep guy I've ever seen. Even Darkseid or Metron would be impressed by him.

Minus prep, he's not that powerful at base level...around Doom I'd say. But with prep he has thousands of conquered worlds to pull armies from and can manipulate time itself to his advantage.

that would actually be a pretty good match. Remember though that if Bloodlusted the Doctor can pull some very dramatic feats messing around with time as well. For example in the 2nd season of the reboot where Rose used the energy of the Tardis to erase the entire Dalek fleet from existence.
