Darkseid. We already see that high end magic users have no effect on DS. Hell Desaad beat Dr. Fate. DS has beaten Eclipso and stopped Black mary's best attack. Oh and that lil thing called the ALE. If this is Doc from the watchmen, he has nothing that shows he can do any thing more than DS. And he doesn't have the raw power either.

Dr. is not a magic user.
He is basically a carbon copy of Molecule man.
They just didn't give him the feats.

Well, no. Based on feats, DS. Based on powers and potential? Probably Dr. Manhatten. If the Dr. actually wanted to win, he probably could.
