We just know he had a large portion of not sure exactly how much.

He had enough to enslave everyone on Apokolips, New Genesis, and a Promethean Giant. Based on that, and other feats of the ALE, he stomps.

Arishem wins.

Anti-Life wins. Unless you can prove Arishem is more powerful than a promethean giant.

Well, I think Arishem is more powerful than a Promethean Giant, but I still think Arishem loses.

When Orion had the ALE, there was no 'people wired differently are immune to it' clause, so it would work on Arishem, IMO.
