I think by Mindless he meant Savage Hulk who busted open Onslaught's armour-just before Banner and hulk were separated. Bannerless Hulk is the Hulk that resulted from this separation.

based on what??? to me WAR hulk is THE Hulk to beat...No matter how strong any of these hulk gets, they will never halt a Running Juggernaut..I am not saying he is the strongest, for some reazon his tech made him act outside the rules..why? maybe PIS..we will never know, but to these day he is the bad boy who stop a running Juggernaut and NOTHING stops the Juggernaut

'Cause I personally don't include Worldbreaker when looking at WWH, but if I did...World Breaker is definitely the most powerful Hulk to me.
