I dunno, LoA Ninja might beat a hand ninja. They tend to work in smaller groups.

Are the Hand still being written as mystical warriors who can emerge from shadows and are in the upper levels of H2H

I assume these are generic mooks with generic gear. Or are they generic mooks with all available gear that such mooks have been known to carry. If so might have to give it to cobra on versatility. otherwise mystic hand ninjas take it and if they lost their mojo LoA ninjas.
