Forge via soul rip. He tore out the souls of an entire X-roster with a simple gesture (and used them to empower a spell which defeated the Adversary - a skyfather-level evil being). Hulk would be a cakewalk in comparison.

There's a problem that comes with ripping the Hulk's soul out. He becomes more dangerous. That said, on average the Hulk would rip Forge, but give Forge time to prep, and he could make something easily capable of taking the Hulk down.
