Pretty much 5/10 like said above me but....I'd give Doom maybe 5.5/10 since the added power of his tech may aid him in a few extra wins.

Loki wins with high dificulty.

Going with Doom.
Bottom line, Doom's most likely more prepped to face Loki than the other way around. Even in a no prep fight, Doom's awareness of Asgardians in general, and specifically Loki's more powerful brother is going to be a factor.
