I'm thinking Oswald is tad more dangerous if it's a direct confrontation. He just has more lethal options.

As far as stopping each other, don't think Penguin is smart enough to thwart whatever Riddler is concocting while the same cannot be said the other way around.

Thats exactly how i see the scenarios in the OP. Fun fight though!

I dunno. Back in the Pre Nu52 days. Batman admitted that Penguin was technically smarter then him.

Still it would be a fun fight to see.
