Whos the more intimidating/better written character in terms of plot, story arc, character development etc

Dr Doom in ALL aspects.

Doom is better in any way you're going to measure how 3 dimensional a character is.

Joker features in far greater stories/books, however.

Both are pretty shitty imo.

They are both better than any Superman villain.

Superman villains are pretty terrible but Luthor is still a better character than Joker (barely a feat since Joksy is barely a character to begin with)
