Supes one million had 5D imp powers correct? If that's the case then he just reaches up to whatever plane Cytorak is hiding in and pimp slaps him, denying Juggs any power. That or he uses his ungodly superstrength to win. But I agree that the rope would likely snap unless it was made by something like the Living Tribunal.
