Is this pure fighting skills regardless of power? If so Wolverine is at the bottom with Captain America and Batman. At the top is Karate Kid. He's pretty much defined as being the most powerful non-superhuman in comics. He knows everything the rest of these guys know and more.

To elaborate; Val is diseased and dying, has amnesia and can't remember any of his skills (I think he has some broken bones too) and he still breaks Bats' cowl, rips off his belt and gives him a hernia. Bats was very lucky Black Lightning was there to save him.

And later, when Val goes to congratulate him on how well he fought, Batman has a tantrum and goes "I'M THE BEST, I'M THE BEST, I'LL BEAT YOU NEXT TIME!"

To say nothing of his arrogant "how I love proving Clark wrong." Honestly, what a brat.
