Don't forget Blade, he could very well match Punisher.

also lets not forget foolkiller who is just at the level of punisher IMO

Definitely Bullseye. The only three people who might be able to match him for marksmanship are Lady Bullseye, Echo, and Taskmaster. The guy can kill a fly in a dark, smoke filled room with a paperclip and rubber band.
