or is thor a clear cut above him or vice versa? if one is above the other than by how much?

They fought and it was about as clear-cut a draw as you'll get in comics. IIRC, Bill recovered from a simultaneously KO a bit faster bc they were on a planet that favored his physiology. So yeah, still basically a draw.

That said, Thor has a LOT more showings, so you can use it to make either argument. He's got more low showings, and at times has been used to "put over" mid-tier villains, to borrow a wrestling term. But he also has the best high-end showings, and considerably more versatility showings with his hammer that display various esoteric powers beyond just smashing stuff and absorbing energy.

So like, in a Battlezone/tourney setting, Thor all day bc of the versatility. But in a comic or generic forum battle, it's essentially a push.

And Stormbreaker is better than Mjolnir when it comes to who can lift it --- even the anti-gravitational technology failed to work on it. Meanwhile Rulk raped Odinforce Thor with Mjolnir in zero gravity with ease.
